Add IPBanManager to handle periodic background jobs including:
- Expiring outdated bans
- Syncing hit counts from Redis to DB
- Performing full Redis state synchronization
Additionally, update the service expiration logic to use system time
and add unit tests for CIDR normalization and overlap checking.
